Facebook special ad category: how to set it up and what it changes

In Ads Manager, open the campaign, choose Special Ad Categories, pick the category and the countries where the ads run. It’s required if you advertise housing, employment or credit to people in the US, Canada or Europe, financial products and services in the US, or social issues, elections and politics where you’re authorised. The category locks parts of targeting: age stays 18–65+, gender stays “all”, postcodes and exclusions go, location needs a wider radius, and lookalike and saved audiences aren’t available. If your ads qualify and you skip it, they may be rejected. Credit is no longer a category — since January 2025 it’s “Financial products and services”.

The Special Ad Categories step in a Meta campaign with Housing selected and countries chosen, next to the audience options it locks: age 18 to 65+, all genders, no postcodes, a wider radius, no lookalikes.

How to create a special ad category campaign

Meta’s steps (source):

  1. Go to Meta Ads Manager and create or open a campaign.
  2. Select Special Ad Categories.
  3. Below Categories, choose the category that applies.
  4. Below Countries, choose where the campaign will run.

Then build the ad set: some audience options will be greyed out — that’s the category working. Using a Special Ad Category may limit your audience options during the ad creation process.

Through the API

The campaign field special_ad_categories is required: send the categories, or NONE / an empty array if none apply. With a category you also set special_ad_category_country; otherwise Meta uses your tax country (source).

Which category, and where it’s required

ExamplesRequired for
HousingSale or rental listings, real estate services, home equity or appraisal. Meta’s category page also names housing repairs; its separate housing-policy page lists the examples without repairs, so the pages differ.US (since Dec 2019), Canada (Dec 2020), Europe (Dec 2021)
EmploymentJob ads, recruitment, professional certification programmes, guaranteed interviewsUS, Canada, Europe
Financial products and servicesCredit, loans, banking, insurance, investments, 0% instalments and buy now, pay laterCredit: US, Canada, Europe; wider financial services: US only
Social issues, elections or politicsAds about candidates, laws or social issuesWhere you’re authorised; not allowed in the EU

Meta’s rule: any advertiser running housing, employment or financial ads to the US, Canada or certain parts of Europe must self identify as a Special Ad Category (source). The financial category arrived in January 2025: The Credit Special Ad Category has been replaced by the Financial products and services category. Dates for each region are in Meta’s developer documentation (source).

Not covered: hotels and resorts, homeownership tips, gift cards and store rewards, business-to-business finance, tax and accounting services (source).

What changes in targeting

Certain audience options are limited or unavailable for these ads for advertisers based in or reaching the US and advertisers reaching Canada and certain countries in Europe: age, gender, ZIP code or postal code, exclusion targeting, lookalike audiences and saved audiences.

  • Age is generally fixed at 18–65+, and gender must include all. Credit ads in Europe may choose a different age range.
  • Location: no postcodes and no location exclusions; city and pin-drop locations get an expanded radius — at least 15 miles or 25 km in the US and Canada (source). Meta’s pages give slightly different figures for Europe.
  • Detailed targeting: only interests from an approved list; behaviours and demographics are unavailable.
  • Still available: custom audiences (website visitors, customer lists, engagement), Advantage+ audience and detailed targeting expansion (source).
  • Catalog ads are subject to the same limitations (source).

Meta’s advice is blunt: We encourage you to broaden—not restrict—your audience. In practice, broad targeting plus a clear offer and a qualifying lead form works better than fighting the limits.

Why these rules exist

The rules come from US anti-discrimination law. In 2019 Meta settled with civil rights groups and stopped age, gender and postcode targeting for housing, employment and credit ads (source). After a 2022 settlement with the US Department of Justice, Meta discontinued Special Ad Audiences and in 2023 launched a system to make delivery of housing ads more equitable, later extended to employment and credit (source). That is why the category also affects who sees the ad, not just the targeting you pick.

Edge cases for schools, clinics and services

  • Courses with a certificate or a promise of interviews fall under Employment; general career advice not tied to job listings doesn’t (source).
  • Instalments. A school or clinic offering 0% instalments or buy now, pay later to US audiences is in Financial products and services. In Europe, Meta’s list covers credit and long-term financing, not 0% instalments.
  • Recruiting staff on your own Page — an employment ad, even if your business isn’t a recruiter.
  • Political and social issue ads in the EU — From early October 2025, we will no longer allow political, electoral and social issue ads on our platforms in the EU. (source)

For a home-repair business, the Housing category and repairs are compared in our guide to Facebook ads for home services.

If an ad was rejected because the category was missing, Meta’s answer is to create the campaign again with the right category. More on rejections: why was my Facebook ad rejected. For real estate specifically: Facebook ads for real estate.

Catch the targeting errors before Meta does: Variafy

Variafy connects ChatGPT, Claude and other assistants to your Meta ad accounts. When it creates a campaign with a special ad category, its preview checks the audience against the category rules first — gender, age range, detailed targeting, exclusions — because Meta’s own targeting check doesn’t flag them, and a mistake only shows up as an error at publishing. It sends the retired “Credit” value as Financial products and services, and nothing goes live until you confirm.

How we checked

Checked on 17 October 2026 against Meta’s Business Help Center (choosing a special ad category — read in a browser that day — ads for housing, employment and financial products and services, audiences for special ad categories), Meta’s Marketing API documentation on special ad categories and Meta’s newsroom posts from 2019, 2023 and 2025. This is not legal advice.

Questions

How do I create a special ad category on Facebook?

In Meta Ads Manager, create or open a campaign, select Special Ad Categories, choose the category under Categories and the countries under Countries. Some audience options will then be limited in the ad set.

What are the special ad categories on Facebook?

Housing; employment; financial products and services (which replaced Credit in January 2025); and social issues, elections or politics.

What targeting can I use with a special ad category?

Locations with a wider radius, interests from an approved list, custom audiences and Advantage+ audience. Age is fixed at 18–65+, gender must include all, and postcodes, location exclusions, lookalike and saved audiences aren’t available.

Do I need a special ad category outside the US?

Yes for housing, employment and credit ads reaching Canada or Europe, including the EU and the UK. The broader financial products and services category is required only for the US.

What happens if I don’t choose a special ad category?

If your ads fall under housing, employment or financial products and services, they may be rejected; for social issues, elections or politics the campaign will be disapproved. Create the campaign again with the right category.
