What is Meta advertising — and does it work for a small business?
Meta advertising means paid ads on Meta’s apps — Facebook, Instagram, Messenger, Threads, WhatsApp Status and the Audience Network — bought in one auction through Ads Manager. You choose a goal (leads, sales, traffic), a budget and an audience; Meta decides who sees the ad and charges mostly per thousand impressions. Does it work? Independent experiments with control groups say yes, on average: across 663 Facebook experiments, ads lifted results in most of them. But Ads Manager’s own report is not proof — only a test with a control group, or your CRM, shows whether ads brought customers you wouldn’t have got anyway. For a small lead business it works best for services people don’t search for yet.

What Meta advertising is
“Meta advertising” here means ads from Meta Platforms — not the marketing term for ads about advertising. Meta’s own description:
Ads Manager is your starting point for running ads on Facebook, Instagram, Messenger or Audience Network
(source).
Two newer places have joined:
| Where ads appear | Since | |
|---|---|---|
| Feed, Stories, Reels, Marketplace, search, in-stream video | Long-standing | |
| Feed, Stories, Reels, profile, search | Long-standing | |
| Messenger | Inbox and chats started from ads | Long-standing |
| Audience Network | Other apps that partner with Meta | Long-standing |
| Threads | Feed | All advertisers April 2025, all countries January 2026 |
| Status in the Updates tab, together with Instagram Stories | Outside the EU and UK only |
Threads: Meta expanded ads to all eligible advertisers globally
in April 2025 (source) and to users in all markets globally
in January 2026 (source). WhatsApp Status ads are available globally, except in the EU, UK, Iran, Cuba, Syria, Russia, and North Korea
,
and Standalone Status campaigns are not supported at this time

and Instagram vs Facebook.
How Facebook ads work
- Choose an objective: Awareness, Traffic, Engagement, Leads, App promotion or Sales. A clinic or school usually wants Leads.
- Set a budget: daily or for the whole campaign; Meta has
no minimum budget
(source). - Define where and whom: a country, city or radius; Meta’s Advantage+ audience then finds people inside it (targeting).
- Add the ad: image or video, text and a button — a form, a call, a website or a chat.
- The auction decides each impression by your bid, the predicted chance of the result you chose and ad quality; you usually pay per thousand impressions (CPM and the auction).
Boosting a post from your Page or Instagram is a simpler version of the same ads with fewer options; leads campaigns need Ads Manager (for local businesses).
How big Meta advertising is
In the second quarter of 2026 Meta’s revenue was $60.8 billion, up 28% a year; Ad impressions delivered across our Family of Apps increased by 14% year-over-year
and Average price per ad increased by 12% year-over-year
(source). People using its apps daily: 3.6 billion on average in June 2026.
Meta no longer publishes an advertiser count; on the July 2026 earnings call Mark Zuckerberg spoke of many millions of advertisers
(source). The often-quoted “10 million advertisers” dates from 2020.
Does advertising on Facebook work?
| What they found | Caveat | |
|---|---|---|
| Gordon et al., 2019 | 15 large US experiments: methods without a control group often failed to match the true effect | 2015–2016 data; co-authors at Facebook |
| Gordon, Moakler, Zettelmeyer, 2023 | 663 experiments: median lift 29%, 18% and 5% for upper-, mid- and lower-funnel outcomes | Co-authors at Meta; peer-reviewed |
| Wernerfelt et al., 2024 | 70,000+ advertisers; losing off-site data raised the cost of an extra customer 31%, hurting small advertisers most | Purchases, not leads; co-authors at Meta |
| Haus, 2025 | 640 tests; average lift in the main KPI about 19% | Sells testing; online stores spending millions |
Sources: Gordon 2019, Gordon 2023, Wernerfelt 2024, Haus 2025. The common thread: ads usually add sales, but how much can’t be read from the platform’s report. None of these studies covers lead businesses specifically.
Numbers paid for by Meta
Meta’s claim that personalised ads return €3.98 in advertiser revenue for each €1 spent
in the EU
comes from Meta’s own 2025 study (source, checked 17 October 2026). It may be right, but it isn’t independent. Old survey figures such as “62% say
Facebook ads miss the target” date from 2017.
Small businesses use it widely: in LocaliQ’s 2026 survey of over 300 owners, 56% of small businesses are currently running social ads
— yet 83% named referrals as their best source of customers (source).
Pros and cons for a small lead business
| Why it helps | What to watch | |
|---|---|---|
| Budget | No minimum; start small | Small budgets rarely finish learning (why) |
| Reach | People in your radius before they search | A small area wears out; watch frequency |
| Leads | Forms and calls inside the app | Cheap leads can be poor (lead quality) |
| Price | Auction, not fixed rates | Price per ad rose 12% in a year |
| Rules | Clear ad policies | Housing, jobs, credit and health have limits (special categories) |
How to tell if it works for you
- Count customers, not leads. Match leads from ads to sales in your CRM each month (how).
- Know what the report counts. Ads Manager credits results within its attribution window, including some people who would have come anyway (attribution settings).
- Run a test with a control group when you can: Meta’s Conversion Lift uses
a test group that sees your ads, and a control group that does not see your ads
(source); self-serve access depends on eligibility. - Give it a month at a budget that buys at least 10 leads before deciding (how much to spend).
Ask your ad account in plain words: Variafy
Variafy connects ChatGPT, Claude and other assistants to your Meta ad accounts. Ask “Are our ads bringing customers?” — it shows spend, leads and cost per lead by campaign and ad, and with your CRM connected, which leads paid. It can also create and adjust campaigns; every change is previewed and runs only after you confirm.

Questions
What is Meta advertising?
Paid ads on Meta’s apps — Facebook, Instagram, Messenger, Threads, WhatsApp Status and the Audience Network — created in Ads Manager and sold through one auction.
Does advertising on Facebook work for small businesses?
On average, yes: experiments with control groups find real lift. But results vary, and Ads Manager’s report isn’t proof. Track leads that become customers in your CRM and give it a month with at least 10 leads.
How do Facebook ads work?
You choose an objective, budget, area and ad. For every impression, Meta’s auction weighs your bid, the predicted chance of your chosen result and ad quality, and you usually pay per thousand impressions.
Does Facebook still have ads on Threads and WhatsApp?
Yes. Threads ads reached all countries in January 2026. WhatsApp Status ads run outside the EU and UK, only together with Instagram Stories.
How many advertisers does Meta have?
Meta no longer publishes the figure; in July 2026 it spoke of “many millions of advertisers”. The often-cited 10 million is from 2020.
