Facebook ads for local businesses: what works on a small budget

Facebook ads work for a local business when you run a Leads campaign — an instant form, a call or a message — shown to people within a radius of your address. The “Local awareness” and “Store traffic” objectives that older guides describe were retired in 2023. Set a radius from about 17 km around a city (1 km around your own pin), untick the option to reach people outside it, and let Meta find the audience inside. There’s no minimum budget; US lead campaigns paid $26–62 per lead in 2026 depending on the trade. Boosting a post reaches neighbours, but for leads and calls use Ads Manager. And keep urgent demand — a burst pipe — for Google: Meta finds people who weren’t searching yet.

In 2023 Meta consolidated the 11 original objectives into 6 new objectives; Local awareness and Store visits disappeared for new campaigns (source), and since October 2024 you can no longer create new ad sets or ads within these original objective campaigns (source). Store traffic now lives under Awareness and needs a structure of location pages — a single clinic doesn’t need it. For several addresses, a shared queue or separate capacity is covered in our guide to Facebook ads campaign structure. Which performance goal to pick: leads or quality leads.

Can Facebook ads target an area?

Yes, by country, region, city, postcode or a pin with a radius. Around a city the radius runs from 17 to 80 km; around your own pin, from 1 to 80 km. Targeting only residents or only “people traveling in this location” was removed in 2023 — Meta now reaches people who live in or were recently in the area. Housing, employment and credit ads have a larger minimum radius. Details and limits: targeting and Advantage+ audience.

Untick location expansion

When you pick a city or region, Ads Manager may add: To improve performance, we’ll show ads to people interested in your selected cities and regions — people elsewhere in the country. Meta reported a 6.7% lower median cost per result in its March 2024 test, but advises turning it off for healthcare (Jon Loomer). For a dentist, plumber or language school, leads from another city are wasted; untick it unless tourists are your customers.

Don’t split a small town into many tiny audiences. A radius of 15–20 km with Advantage+ audience usually works better than narrow interests, and frequency shows when the area is exhausted (frequency).

Calls in business hours

Call ads let potential customers to reach out to you over the phone, and people can request a callback for a day and time they choose (source). They run on mobile placements only. To show them only while someone answers, use a lifetime budget and schedule the hours — Meta reports 25.4% more call conversions by enabling call ads during business hours, without showing the method. How scheduling works: scheduling Facebook ads.

Two rules from Meta’s developer docs: the audience must be 18 or older, and The phone number included in Call to Action must be from the same country as the target audience (source).

Forms that book an appointment

Instant forms can include an appointment question — An appointment scheduling question renders a date and time selector with a limited hour selection — and, for chains, a store locator by postcode, which needs a set of location pages (source). Neither shows on Instagram. A short form with one qualifying question (“Which treatment?”, “Which day suits you?”) beats a long one for a local service. More: lead forms vs landing pages and lead quality.

Boost a post or use Ads Manager?

Boosted posts don’t have as many customization and detailed targeting options as a traditional Meta ad.

A boost is a real ad: you choose a goal such as messages, engagement or website visits, a budget, dates and placements. But leads are an Ads Manager objective: the full ads system in Ads Manager lets you choose objectives like leads, app promotion and sales. (source) Boost to show a post — an open day, a new teacher — to people nearby; use Ads Manager for leads and calls. One more catch from the same page: topping up ad funds in the Instagram iOS app may carry an Apple service fee of 30%.

How much do local Facebook ads cost?

Meta sets no minimum: there isn't a one-size-fits-all answer, and it suggests a budget that lasts at least seven days (source). What matters is cost per lead in your trade:

Cost per lead, US lead campaigns 2026
Education & instruction$26.31
Physicians & surgeons$32.14
Personal services$38.09
Home & home improvement$42.95
Beauty & personal care$50.91
Dentists & dental services$61.56

WordStream/LocaliQ, 452 US lead campaigns, April 2025–June 2026 (source); some trades rest on a handful of campaigns. Plan for about 10 leads to see anything: at $40 a lead that’s $400 a month. More in how much to spend and cost per lead.

For context, LocaliQ’s 2026 survey of over 300 small businesses found 56% of small businesses are currently running social ads, while 83% called referrals their best source of customers (source). Ads add to word of mouth; they rarely replace it.

What works by trade

  • Clinic or dentist: Leads with a form or call, 15–20 km radius, location expansion off, an appointment question. Don’t build audiences around health conditions — Meta blocks them. Form questions, tracking and booked patients for dental practices have their own guide to Facebook ads for dentists.
  • Plumber or repairs: calls in business hours, offers for planned work (boiler replacement, servicing). Emergencies go to Google. A log for planned projects is in our guide to Facebook ads for home services.
  • Salon: messages or calls, an appointment question in the form; near a tourist centre, location expansion can stay on. A log from request to stylist, time and visit is in our guide to Facebook ads for salons.
  • School or courses: a form with one qualifying question; when the student is a teenager, advertise to parents. Courses sold on credit or promising jobs may need a special ad category.

Facebook or Google? Google says There's no way to request or pay for a better local ranking on Google (source) — but Google Ads catches people already searching. Meta creates demand in your radius. More: Facebook vs Google Ads.

Local campaigns in a conversation: Variafy

Variafy connects ChatGPT, Claude and other assistants to your Meta ad accounts. It creates lead campaigns using only the location types Meta accepts and checks radius limits before Meta rejects them, then reports cost per lead by campaign and ad — and with your CRM connected, which leads became customers. It doesn’t create or read instant forms yet. Every change is previewed and runs only after you confirm.

How we checked

Checked on 17 October 2026 against Meta’s Business Help Center (boosted posts vs Meta ads — read in a browser that day), Meta for Business (call ads, ad pricing), Meta’s developer blog on objectives (2023, 2024) and docs on call ads and lead form questions, Jon Loomer on location expansion (2024, updated 2025), WordStream/LocaliQ’s 2026 benchmarks and small business survey, and Google Business Profile help. Questions

Do Facebook ads work for local businesses?

Yes, when you run a Leads campaign — form, calls or messages — within a radius of your address and judge it by leads that become customers. They create demand; for urgent needs people search on Google.

Can Facebook ads target a specific area?

Yes: a country, region, city, postcode or a pin with a radius of 1 to 80 km (17 to 80 km around a city). Targeting only residents or only travellers is no longer available.

How much do local Facebook ads cost?

There’s no minimum budget. US lead campaigns paid $26 to $62 per lead in 2026 depending on the trade, so plan for at least 10 leads a month — often $300–600.

Should a local business boost posts or use Ads Manager?

Boost to show a post to people nearby. For leads and calls use Ads Manager: Meta says boosted posts have fewer options, and the Leads objective is only in Ads Manager.

What happened to the Local awareness objective?

Meta retired Local awareness and Store visits for new campaigns in 2023 when it moved to six objectives. Use Leads for enquiries and calls; chains can promote locations under Awareness.
